Workforce & Capability Planning methodology

This page separates external frameworks and taxonomies from GrowWithHR’s own deterministic interpretation rules. The external material structures the analysis; it does not silently decide whether your company has a capability gap.

WORKFORCE-PLANNING LENS

CIPD Strategic Workforce Planning

GrowWithHR uses the CIPD workforce-planning structure as a planning lens: establish the baseline, assess workforce supply, analyze workforce demand, identify gaps, create the action plan and deliver the plan.

The engine also exposes the Seven Rights as a completeness check: people, skills, roles, shape, place, time and cost.

CAPABILITY-LED LENS

GrowWithHR Capability Cascade

This is a GrowWithHR planning framework, not an external standard. It prevents the engine from jumping directly from “growth” to “hire more people”.

Business strategy → critical business capability → work / activities → skills / knowledge → roles / workforce segments → capacity.

A capability describes what the business must be able to do. A skill describes knowledge or proficiency that helps enable the work. They are deliberately not treated as interchangeable.

REFERENCE TAXONOMY

ESCO

ESCO can be used as a structured reference vocabulary for occupations, knowledge and skills and for occupation-to-skill relationships. GrowWithHR does not use an ESCO label as proof that a company has or lacks a capability.

O*NET can provide a reference structure for work activities, tasks, skills and knowledge where occupation-level context is useful. It does not determine company-specific workforce demand or individual proficiency.

SCENARIO LENS

GrowWithHR Scenario & Work Redesign Lens

The engine compares supplied base-growth, higher-growth and work-redesign assumptions. Scenario values are planning assumptions, not forecasts.

A work-redesign percentage creates a capacity-equivalent scenario only. It does not automatically translate into job reductions, dismissals or a recommendation to remove the same percentage of roles.

INTERVENTION LOGIC

Build · Buy · Borrow · Bind · Bot · Move

GrowWithHR tests multiple ways to close a workforce or capability gap instead of defaulting to external hiring.

  • Build: internal adjacent capability exists and there is time to develop it.
  • Buy: strategically important capability is missing and timing or internal supply makes external hiring relevant.
  • Borrow: demand is urgent, temporary, project-based or variable.
  • Bind: strategically important capability is already present but materially concentrated.
  • Bot: meaningful work may be redesigned or automated; assessment is at work/task level, not job-title level.
  • Move: adjacent internal capability may be redeployed before external hiring is assumed.

How gap findings are produced

The rules below operate on company information confirmed in the assessment. They are visible in the report so a user can challenge the inputs or rule rather than trusting a hidden score.

WCP-CONCENTRATION-01Adequate / partial coverage + high or single-point concentration → Fragile coverage.
WCP-COVERAGE-OK-01No material gap signal from the supplied inputs → Adequate for the current scenario.
CONFIDENCE

High · Medium · Low

GrowWithHR does not show fake percentage confidence.

  • High: required company inputs are available and no material information gap remains for the finding.
  • Medium: the direction is reasonably clear but one or more inputs could change magnitude or intervention choice.
  • Low: several important inputs are missing, so the engine explicitly shows what would increase confidence.
TIME & COST

Implementation economics boundary

Cost output is only calculated from company-supplied cost fields in the current ruleset. If those inputs are absent, the report says Not estimated.

Indicative implementation windows attached to Build / Buy / Borrow / Bind / Bot / Move are planning assumptions and must be validated against the company’s actual hiring, learning, procurement and technology lead times.

GrowWithHR does not invent role quantities, salaries or universal productivity benchmarks.

AI BOUNDARY

AI does not decide the finding

AI decision authority: No. If future AI assistance proposes capability or skills mappings from free text, the user must confirm the mapping before it can enter deterministic analysis.

External taxonomies and generated text are reference / explanation layers. The company finding comes from user-confirmed facts plus the visible GrowWithHR ruleset.

WHAT WOULD CHANGE THE ANSWER?

Every result is challengeable

Each material finding lists the company facts used, missing facts, rule ID, confidence and what could change the conclusion — such as a different strategy horizon, stronger internal coverage, credible partner capacity, higher productive capacity or validated work redesign.

The objective is not to claim that one workforce plan is universally correct. The objective is to make the planning logic inspectable.
